1. This catalogue forbids to invest in the items as follows: the item prohibited by laws, low level repeated construction. The skill is backward, polluting environment and wasting resource.

2. The first batch has 17 industries and 201 contents. In future the committee will revise the catalogue according with the market change and industry development.

3. The department that is in charge of investment can't approve the fixed assets investment items related to this catalogue. Banks and financial organization can't provide loans to them. The department of land management, city planning, environment protection, fire fighting and customs can't transact relevant procedures for them.

4. National Economy. Trade Committee and the State Council relevant department handle the modification of "Foreign Investment Industry Guiding Catalogue".

5. The catalogue is executed from September 1, 1999 and the National Economy Trade Committee is responsible for the explanation.
